The Government of China has received financing from the World Bank and the Global Environment Facility (GEF) toward the cost of the China Renewable Energy Scale-up Program and intends to apply part of the proceeds for consultancy services.
The China Renewable Energy Scale-up Program (CRESP) was developed by the Government of China in cooperation with the World Bank and the GEF, in order to provide assistance with the implementation of a renewable energy policy development and investment program. The program objective is to enable commercial renewable electricity suppliers to provide energy to the electricity market efficiently, cost-effectively, and on a large scale. The core of the program is GEF-financed support for institution and capacity building for the scale-up of renewable energy based electricity generation capacity. CRESP is managed by the Project Management Office (PMO) established by the National Development and Reform Commission (NDRC).
The CRESP PMO intends to hire a qualified consultant to study the crucial technical issues of offshore wind farm foundation solution, construction, transportation and installation at inter-tidal regions of Jiangsu Province, and based on which, propose economically viable design/approach so as to enable construction of inter-tidal offshore wind-farms from layout ideas, and to formulate a solid foundation for larger scale offshore wind-farms development in Jiangsu Province.  
The assignment would specifically entail the following core tasks:
  • study geology and tide characteristics in inter-tidal regions of Jiangsu, and based on previous wind-farm construction experience at the beach of Jiangsu, propose a basic development model/solution suitable for different classified inter-tidal areas in Jiangsu taking into account construction, structure and economic factors;
  • Work out an installation and transportation scheme through research on hoisting and transportation local equipment conditions and in consideration of the characteristics of inter-tidal region of Jiangsu Province.

Eligible consultants should have the following qualifications:
1.        Possess the experience in design of harbor works, marine structures or hydro-engineering projects. Those having experience in design of large-sized structures in the inter-tidal areas will be preferable;
2.        Possess the following qualifications certificates/licenses:
  • Class-A Qualification Certificate (or equivalent) for Comprehensive Engineering Investigation; 
  • Class-A Qualification Certificate (or equivalent) for Project Design (including the marine profession); 
  • Class-A Qualification Certificate (or equivalent)  for Project Consultation (including new energy); 
  • Class-A Qualification Certificate (or equivalent)  for Project Cost Consultation; 
3.        Possess adequate ability of conducting structural simulation calculation for WTG base and the simulation software adopted should be internationally well recognized in the marine engineering field.
4.        Familiar with the wind farm construction and development trend in China and abroad, and the large scale infrastructure construction in inter-tidal areas and its trend as well;
5.        Familiar with the wind resources status in Jiangsu inter-tidal areas and the latest wind power conversion technologies worldwide;
6.        The team leader shall have at least 10 years working experience in the civil engineering field;
7.        Team members shall have enough capability to prepare high quality research report in both English and Chinese languages.
The duration of the assignment is expected to be about 12 months, starting around the last quarter of 2009. The estimated efforts for this assignment is 46 men-months.
The CRESP PMO now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
