REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES) Notice No. A1-B7-CS -REI -2009-005 Wind power forecasting data collection service China Renewable Energy Scale-up Program Grant No. TF054833 Project ID No.: P067625 The Government of China has received a grant from the Global Environment Facility (GEF) under the China Renewable Energy Scale-up Program (CRESP) and intends to apply part of the proceeds for provision of wind power forecast service. The China Renewable Energy Scale-up Program (CRESP) was developed
by the Government of China in cooperation with the World Bank and
the GEF, in order to provide assistance with the implementation of
a renewable energy policy development and investment program. The
program objective is to enable commercial renewable electricity
suppliers to provide energy to the electricity market efficiently,
cost-effectively, and on a large scale. CRESP is managed by the
Project Management Office (PMO) established by the National Energy
Administration (NEA). There is a task Capacity building for wind power forecast system in
China” in CRESP. In the task, we would select a Data
Collector to provide data collection support for wind power
forecasting. The Data Collector should collect both historical and real-time
operational and related wind resources data for specific regions in
Inner Mongolia and provide data and provide to Research Institute
and International Forecaster in real-time. The Data Collector will
be selected through competitive bidding. The objective of this
assignment is to provide reliable data collection and exchange
service for selected wind power forecast service providers. The assignment is expected to be initiated in Jan 2010 and is to be
